A sitting of the State Council was very rich yesterday. Before the lunch break the deputies managed to examine all the questions, which were the order of the day, to pass some laws and to discuss the bird flu and biological waste products; and even to draw a rebuke for anti-Semitic statements.

A draft law about the control over the state property by local government was changed significantly. It was proposed that all the municipalities, except Kazan, would have the power of this control. The Ministry of the Land Property of the Republic of Tatarstan would control the land in the capital. The State council approved this concept a month ago. Yet then the Kazan powers regained consciousness and started to work, for they had got rid of the elective worries... As a result the State Council allowed the city administration to manage the state property, yet only the property, which is situated on its territory.

The law about the neutralization of corruption was finally passed. Yet the deputy Alexander Shtanin offered to continue working on it, to adjust it with the international Convention Against Corruption ratified by the Russian Federation on the 17 March. "We have not seen this Convention yet, - returned the head of the Lawfulness Committee Zyamil Yagudin. - We will pass the law and then familiarize us with it".

To observe the Tax Code of the Russian Federation an amendment in the Republic’s laws about the transportation tax and the commercial property tax should be moved. These taxes were paid once a year. Now it will be done twice: 2/3 of the sum till the 15 July, the other part in the February. It is an easing for the commercial enterprises and for the budget it is indifferent, yet the Road fund will not get all the money at once. The deputy Sergey Oskolok advocated it resolutely. For a start he let to know that if a person has a Jewess mother, than this person belongs to Jewry, never mind the family name. In his own words as Mr. Oskolok discovered this fact in the Torah, he had a brain-wave:

- The Tax Code was written by the people with Russian family names but with the other... mentality! Examine these questions in the Office of Public Prosecutor, at least on the closed session! And may be we should give this people their real family names and let the voter understand whom do they elect!

The deputy shared also the other results of his "studies": This people have written the Tax Code extra to bring all the Russian recourses to Miami. Fortunately the unmasker probably did not realize the real meaning of his discovery. The laws are written not by the deputies, Mr. Oskolok knows it very well, and in Russia only Presidents are elected except the deputies. And the President has a Russian family name!

The Public Prosecutor of the Republic of Tatarstan Kafil Amirov asked to rebuke Mr. Oskolok. "His speech has anti-Semitic statements!"

Yet Oskolok was not rebuked, the deputies have already got used to his speeches. And his yesterday’s speech is only an evolution from his usual citations from the training regulations of the fascist Wehrmacht.

A draft law about quotes for work places for people who need social protection was accepted in the first reading. There are eleven categories of "social protected people" listed there. This fact lowers the guaranties for job placing for invalids. Yet the deputy and the head of the Housing fund Talgat Abdullin offered to bring the citizens, who have got accommodation exercising their rights for the social hypothec to this list . For as they loose their job they loose the ability to pay for the lodgings to the fund.

- This law is on thin ice, - Farid Mukhametshin answered. - It would be too much to list this people there too...

This time it was all right with the law about placing of the gambling industry objects. The Ministry and the State Council finally agreed with each other. They had to work together with Kazan and Nizhnikamsk municipalities, which marked two districts in Kazan and in Kamskiye Polyany for it. Zamil Yagudin pointed out that they are "outside the residential area". And the State Council fixed that in six month after the law comes into effect all gambling machines will be only allowed there and casinos from the 1 January 2007.

The head of the Head Department of veterinary Bulat Kamalov reported how the Republic’s authorities make ready for the spring birds’ arrival. It did not concern nestling boxes but the bird flu. The battery farms have a very high control level now and private hens and gooses were all vaccinated. Hunters are ready to shoot migrant birds near villages. So the poultry from the buttery farms will be cheaper than the private for about 10 Rubles, as the head of the budget committee Ilsur Safin pointed out. It is the cost of vaccine; there is no need for it on the closed buttery farms.

Yet the people also represent biological danger. Medical waste (products of amputation and so on) should be burned in special furnaces according to the norms. Yet no muffle furnace is present in the hospitals. The deputy and the head of the 12th city hospital Taufik Safin said that the municipal unitary undertaking "Ritual" used to bury the waste products. Yet the nature conservation office of public prosecutors demanded to stop this. Mr. Safin agrees that this practice is not good. There can be dangerous for the environment products. Yet what should they do? There is more then 500 kilogram of the "biological waste" in the Kazan inter-district morgue.

The deputy health minister of the Republic of Tatarstan told the State Council: "There was not enough money to buy the furnaces, but we have bought containers, refrigerators and disinfectors."

- Why there was enough money, - Kafil Amirov was indignant with this, - 360 Millions were foreseen according to the program of utilization of the dangerous waste products, 44 of them were spent, then 170... - for what purpose?

The Office of Public Prosecutor will check it up... - Farid Mukhametshin reassured him.
