Risk farming became critical in Tatarstan

Last Friday Secutity Council of Tatarstan discussed the process of the land reform in the republic. It is the second sitting of the Council where this subject was discussed. The President of the Republic Mintimer Shaymiyev opened it and remembered that the land is an eternal means of production. The following discussion showed that the land reform is also an eternal source of debates. Airat Khairullin ("Red East" brewery) did not agree with the statement of the president that the land is inexhaustible, and the inexhaustibility of the land reform was confirmed by all the participant of the sitting.

"Let the wheel-horse speak", - said the president, representing the main reporter. Marat Akhmetov, the head of the Ministry of Farming was called by the president the wheel-horse of the reform 2 and half years ago in the first land Council. He, as a wheel-horse should, steadily pulled all the team in the usual direction: he made clear that the result of the 15 reform years in Russia is catastrophic but the situation in Tatarstan is not bad:

- Our negative profits are twice less then in other districts tough we are in the zone of the risk farming.

It is concerned to say that Tatarstan is situated in the zone of risk farming. It was a pity to hear it, but it was bearable. And now, before we had time to do something, the zone is already critical. Did a glacier show up somewhere in Nurlat?

Never mind the climatic conditions, yet not only are they critical. The rural economy has 20 milliard Rubles debt, 6 milliards of them are taxes. Interesting that the investors (the most prominent of them are "Red East" and Tatfondbank, inferior to them in the amount of capital investments, which are 5-14 times, are "Tatarstan sete", Tatenergo, "Bekhetle" and Ak Bars Bank) put up the same 20 milliards Rubles. Yet they managed to do this so that it did not have any influence on the amount of debts.

- The dealing of investors it not always legal, - regretted Mr. Akhmetov. - Though they go to the country not to get fast profits and allow some breaches with no malicious intent!

A conclusion, according to the minister, is "the only one: to increase the state support, also for the investors". The main resource of the support is intellectual power of the Ministry of Farming, which gave rise to the following plan. Two hundreds of the agricultural firms, in which our "investors" are interested most of all, must become bankrupt. In such way that all the liquid properties will be sold to the appointed firms ("It is desirable, at a reasonable price", - added Marat Akhmetov nicely). Because the prices will be "reasonable", the gained money will not cover the debts. You can forget about the debts at once according to this plan, this is the charm of it.

Actually it was a pure plagiarism. The plan was born not recently and not under the direction of Marat Akhmetov, but in the last millennium under the direction of Alexey Semin, the ex main "bancrupter" of the republic. And it was used not once by the repartition of the pieces of the property. Yet now Mintimer Shaimiyev suddenly wondered:

- But the creditors stay there in the queue - what are we going to say to them?

- Nothing! - answered the head of the Land Ministry Valeriy Vasilyev. - They will get nothing. It is all legal!

- In this case, - said the main assessor and so the main creditor Rinat Khairov, - we can institute legal proceedings for a deliberate bankrupt!

But much higher influence on the room had the statement that the republic has about 200 thousand hectares of no man`s land, but no one knows where they are! The matter is that some countrymen, who had rights for land, had died, before they requested them. For the land-surveying was completed not on the whole territory of the republic, it is not clear where these lands are:

It is not all yet: according to the Land Ministry there are 10-15 thousand men alive, who have a right for a piece of the land, but did not get it, and now they are trying to get it by trial. And they require 50-60 thousands hectares of the land, where could the state get it from?

- From the state lands! - proposed someone in the room.

- And I will interpose a veto! - Shaimiyev became angry. - And you will get not a span! By the way, is span much or not?

- Sometimes two meters are enough ... - Akhmetov joked gloomily. It seems that this remark made Khairov to become upset. Or maybe, he just decided to demonstrate his acquaintance with the story "How much land a man needs" by Leo Tolstoy. Anyhow, his joke turned the president`s thoughts about land and its unfortunate shareholders in an anxious way.

- The heads are the same fortunately, - Mintimer Shaimiyev noticed, examining the room and looking for the guilty. - "Fortunately" - for a man should know which door he can enter with a pitchfork. You are note allowed to enter Kremlin with it...

- Airat Nazipovich has already seen some people with pitchforks, - paying attention of the room on Mr. Khairullin, the president told a story, which happened with this main land magnate not far from Zelenodolsk. - When he came to me, he was pale. He could hardly escape from the shareholders! His car is fast, he managed to leave them behind and come to the Kremlin, and there are walls here:

And all this happens now till our "investors" are plowing not demarcated lands, where you can not decide even according to the law, whose land it is. Yet if the land will be demarcated in half a year in 2006 as it was promised, we will have the same situation as on the famous 100 years old cartoon (concerning the last century reform by Stolypin): a farmer stands with his one foot on his plot, the second foot has no place there, and there are wide fields of the reach? The president has right about the pitchfork.

Yet the reach people also cry! The state prosecutor Kafil Amirov, telling about the examination of agricultural establishments ("Evening Kazan" wrote about it on the 23 of December), mentioned activities of officers of justice:

- They invite so called independent appraisers. They took a cachetic bull-calf, extended this weight on the whole herd and sold this herd to the meat-factory. In this way, paying a small debt, they seize a much more expensive property.

- This officers of justice are unbridled people! - Mintimer Shaimiyev wondered. - Listen, they eat up row meat!..

- I have never seen such arbitrariness! - Rinat Gubaidullin, a deputy of the State Duma of the Russian Federation, cried out. - The trial decision is not legal yet, we (Tatfondbank) appealed it, but the armed officers of justice come to the farm and take the cows away!

- It was not so! - Khamit Sharipov, the chief of the officers of justice protested. - And, if it was so, this officer belongs to a prison cell!

- It is a right suggestion, - Amirov noticed with a kind smile, - and we will imprison them. Make your workers ready!

The room started clapping. So they had suffered much from officers of justice. An intricate matter, called dialectic: if you try to change the law in your favor, and do it also tomorrow: then the day after tomorrow you will see, that someone changes the law in his favor, what is not so good for you. And it is because the law got used to be changed. And who taught it?

Kafil Amirov decided to show a simple example, completing it with the situation of a bankrupt and writing off the debts.

- The farm "Yalkyn" of Alkeyevskiy district, - he told us, - since 2001 the legal decision. To pay out 113 thousands rubles to Mrs. Khasanova for the death of her son, is not executed. They just can not give money to the mother, who lost her son (he died because of the malfunction in a combine harvester). For all the liquid property of the farm is taken out...

- There was no property on this farm, when we came! - declared Airat Khairullin at once ("Red East" is an "investor" of "Yalkyn").

Mintimer Shaimiyev said not loud:

- If the people would have right to judge, we would be imprisoned...

It seemed to me, at this moment the president was sincere convinced that the people do not have this right.
